Moved files jump around desktop.

In the past, whenever I moved or copied a file from a folder to temporarily place on the desktop, the file would position itself exactly where I placed it. Now when I do the same, the file will initially sit where I place it (as it should), then a split second later will suddenly jump across the screen and position itself in a far away area. Sometimes the "new place" is the edge of the screen or on top of another icon or recycle bin. My desktop is mostly empty, so there's no reason to have this occur. "Auto arrange icons" and "Align icons to grid" are not check marked. Aero snap is off. Anyone know why this is suddenly happening?

Run a scan with Malwarebytes Anti-Malware free.
Then go into Safe Mode to see if it's the same.
Perform a clean startup Troubleshoot Application Conflicts by Performing a Clean Startup and see if it's corrected.

I ran Malwarebytes. It did its job and removed five dangerous files.
I then ran windows with a clean boot and also in safe mode.
No luck.
I then ran system restore, choosing a date where I was certain the problem didn't exist.
No luck again.

So, I still have the same problem with files jumping across the screen, when moving or copying them to the desktop. Sometimes they'll finally position themselves on top of the recycle bin! I can't understand where this problem suddenly came from. Never had it with Vista, nor the past few months with Windows 7. I'm lost. Any other ideas? Thanks!

There is a known issue with a recent Windows Update (KB3022345), it causes an irreparable corruption warning (which is a false report, the files are not corrupt in reality). If you have this update installed then do one of the following:
- Uninstall this update (it is Windows 10 preparation update)
or
- Run the fix from The Tech Cookbook – Windows 7 update (KB3022345) causing corrupt files

then run a scan in cmd: sfc /scannow

The top part is to avoid getting confused by the update's false report, lets see if this will find anything.

I uninstalled Windows Update (KB3022345), rebooted, and it didn't solve the problem.
Then ran sfc /scannow, rebooted, and unfortunately the same problem remains!
