BootMgr is missing press ctrl+alt+delete HP Windows 7 Home Premium

I have a windows 7 home premium desktop HP Pavillion, and I began to look for videos on how to factory reset your computer, and so after following the video steps i did what the video told me, I restarted my computer, pressed f11, and then I clicked system recovery. I followed the instructions and got the error code 0xe0ef0003, so I clicked finish.

So then I rebooted my pc and then i began to get the bootmgr is missing press crtl+alt+delete.

Any suggestions on how to fix. I got a cds just in case and I only have another windows 8 laptop so i cant make a recovery disk on windows 8 laptop on a windows 7 computer. I can still run system recovery and the bios i'm doing a system repair but it's taking too long.

Update: The system repair didn't seem to fix the problem.
