Open With Notepad

Some of the files I have selected to open with notepad, open with all kinds of symbols and letters I don't understand, For instance,

Can someone please explain? The files in flight Simulator 9 open so you can read the files.
Ie,

It is a xlsx.file, first time I've seen.

It is unusual to see a file that ends with the ".file" file extension.
