Where does the start menu shortcuts of new user that have logged in?

when a new user (that had never used a specific computer) log in to the computer he can see the "all users" items in the start menu and also he gets some more items from its own user`s folder

where does those shortcuts are copied from to each user's foldet

Where does the shortcuts to the sticky icons near the start button that each new user gets when he logs in?
Somewhere in roaming , internet explorer maybe?
