Lost Control Of Internet To svchost.exe (netsvcs)

Hi, just a question is svchost.exe where the upgrade to Windows 10 gets downloaded through or at least part of the upgrade process? It has made loading websites almost impossible the last few days.

Unfortunately where I live in country Victoria, Australia and my only Internet access is still dial up until the new satellite goes up in 2016, even wireless is not available because of large trees on the neighbouring properties blocking a clear line to the wireless tower only approx. 10kms away.

It may be downloading the Windows 10 upgrade installation files in the background saturating your connection. Check C partition for $Windows.~ folder (unhide hidden files in folder options).
