A "system builder's" version is exactly the same as an OEM version. It's just a version of naming and really means nothing. The idea behind an OEM license is that it is meant to be sold to someone who is building their own PC, or building it for someone else. In either case, the buyer for the license assumes the burden of support for the Windows copy installed on that machine, not Microsoft. The OEM, or "system builder's" copy license is also tied to the motherboard, meaning that it cannot be, or is not supposed to be, moved. MS has shown some flexibility in allowing users to upgrade their motherboards, for example, myself included. (Though in my case, my old mobo died and I couldn't get the exact replacement. I had to explain that to someone from Microsoft, who was very sympathetic. I don't imagine they are flexible in all cases.)

So in a nutshell, and OEM license is a "builder's" license, and once installed it cannot be moved to new hardware.

Incidentally, an "English" version of Windows is the standard "American" version. Retailers just identify it that way when there are different versions of Windows languages available. For example, in Canada, you can buy an "English" version, or a "French" version. The difference is simply which language the installer defaults to, which language it actually installs, and the language written on the package. It's the same Windows otherwise, and I'm pretty sure you can install in English if you like, even if the version is French.

M$ has already stated they can not sell items/ software in China so why buy from there

But no not that I know of system builders are not supported by M$ and the key will not produce a iso from M$ if you enter the key

Which I take that as do not loose the install disk = do not accept a download for the system builders 7 software.

Only retail keys will M$ give a iso for
The disk will say nothing if supported by M$
Otherwise it will say on the disk,
For product support contact the manufacture of the pc

I'm going out on a limb here but I think this is a legit site. Microsoft Windows 7 Home Premium - 64 Bit Full Version Service Pack 1 NEW - Operating Systems
For 2 reasons one paypal is used for payment and 2 USPS is used for shipping. I'm still leary because the price and the seller will take on offer.
