A good solution for a simple pc needs?

Hey guys,

I just need a simple work pc.
Something not too fancy. Just a browsing and simple task pc. Maybe photoshop too.

What would be a good solution? Buying one of those small stick PCs?
If yes, which one?

Buying a second hand PC?

I had some parts laying around and a crappy PSU so I built a simple system out of it.. But there are many troubles with it. I am not really sure that a new PSU will solve the problems.

Not sure what a "small stick PCs" is :/
But this is the new photo shop's = cc2014 system spec's
And I would indeed stay very close if not above the recommended
