Windows 7: utorrentie.exe keeps reinstalling itself on my computer.

utorrentie.exe keeps reinstalling itself on my computer.

I use Windows 7 Home Premium 64 bit, and recently I have noticed that there is a process running in the background that seems to serve no purpose called uttorentie.exe, which is named Web Helper in the task manager....
This appears to be somehow tied to Bittorent, which I have been using for years without this, but no matter how many times, I hunt down the file, and delete it, it comes back every time I reboot the computer, and starts running again in the background.
This is causing my computer to stall saying "Waiting for Program to close.", every time I try to Shutdown, and sometimes it even opens 2 or 3 instances of Web Helper.
Can anyone Please explain to me what this program is, why it keeps coming back, and how I can get rid of it??
