Windows 7 User Account Control Panel has limited options

Hi,

Does any one know how to fix the User Account control panel when it has fewer options like this to make it back to normal?
It should have options like 'Change your password' 'Remove your password' 'Manage Another Account' 'Change Account Name' and 'Change Account Type'.
Any help would be appreciated. Thanks!

If you go into "Manage User Accounts", there should be more options

Win 7 Home Premium 64-bit / Win 8.1 Pro 64-bit dual-boot
 
 

You may need to be using an Administrator type account to access those options for changing stuff.
