Problem with launching control panel items shortcuts

I like creating shortcuts from items on the control panel, like Windows Firewall, Windows Update and so on, and i like to use launcher programs like Executor to launch these shortcuts. But after upgrading from Windows 7 Ultmate 32 bit to 64 bit these launcher programs can't launch the shortcuts anymore. Also bat or autohotkey scripts can't launch these shortcuts too. Any idea why?

Have you tried just drag and drop something from Control Panel to Desktop or right tick on something in Control Panel and select Create a Shortcut.

This is how i am creating the shorcuts, right click on the entry in the Control Panel and then Create Shortcut. If i click on the shortcut with the mouse it works, but if i try to use the shortcut in a launcher program or a script it doesn't work.
