Is it possible that your firewall is blocking NPT access on UDP port 123?

See this post: Windows clock going out of time, sync errors

Also how much time difference do you see when you visit this link?

Accurate Time

Accurate Time
The link shows the correct time and notices that my computer is not in sync.

When computer tech guys came and set up the router last year, they have it set so everything is port forwarded. I forget the word he used but since they installed the new router. I never any issues with ports. I don't have access to the routers as only they (tech guys) have the password to them (the routers)

Is this your own personal machine? You mention that you don't have access to router(s)

If it's your own machine try the time service repair mentioned in this post:

Windows clock going out of time, sync errors

Also I have found that some software can block connection to time severs. Also try using a different time server just to test.

EDIT:

Are you by any chance dual booting with Linux?

Also post a screenshot of your registry entry here:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\TimeZoneInformation

Maybe it will give us a clue.

...then post the results of clicking on the button named Update now:

That will answer the question of ports working or being blocked.

Yes that would anwser the question. (See userNamesIssues) post above.

I can't see any problem with your screenshot - Post #15

Looks like time is set to Atlantic Standard Time with ActiveTimeBias 240 (4 hours)

I notice that ActiveTimeBias on my nachine is set to zero. However I'm not even remotely sure if this could be a problem.

Note   Note
Canadian provinces using AST in the winter and ADT in the summer
Most of Labrador (mainland part of the province of Newfoundland and Labrador)
New Brunswick
Nova Scotia
Prince Edward Island

Canadian provinces using AST all year
Quebec - East of 63 West only.

Areas of Greenland using AST in the winter and ADT in the summer
Thule area

So which area should it be?

I had this problem. I dual boot with Linux. This Ubuntu thread solved the problem:

timezone - Clock time is off on dual boot - Ask Ubuntu

Use the "Make Windows use UTC" option. This assumes of course you are dual-booting. I see that you did so in the past, but it's unclear if you are now.

I undid changes, unfortunately, the problem still persists.
Yes, it is my personal computer.
I will try the other suggestions later tonight and get back to you all. Thank you everyone for your input.

There might be some helpful information in this MS website concerning Active Time Bias & other information on setting the clock in the BIOS & how Windows accesses the time from the BIOS.

Should be valuable reading.
