Setup triggered event based on availablity of removable media

So I have a downloads folder on a Windows 10 Professional workstation and the entirety of this folder frequently need to be copied to a flashdrive.

I'm looking to setup a trigger of some sort so that when I plug in a specified flash drive or even a portable hard disk that the system will check for a certain directory and if all conditions are met then it will transfer or copy the contents from the downloads folder into the folder on the removable media. I would also like, if possible, to make it that when the media is plugged into the machine then anything put into the downloads folder will automatically redirect or move to the media as well.

I'm under the impression I can use scheduled tasks to do this but I am also entirely unfamiliar with its use.

This is not in a corporate environment and I am one of two users/administrators on the machine.
