If i had those issues i would look in Event Viewer to see if there are any error messages that might help.

In the Start button / Search field, type in Event, and click on the Event Viewer program.
OK I'm inside event viewer (first time ever), what exactly am I looking for?

Ah, ok, new info.
I use details view.

I just tested Icons view, and the left/right arrow keys do switch to a new row.
So, i guess you do have a problem i don't have.

Yeah you do have an issue are you sure the uxstyle restored your old uxtheme.dll when it was removed? I would think SFC would find that but who knows. EDIT: did not know that uxstyles does not replace the dll sorry.

If you see any errors or warnings post a screen print of the event(s) like this, so folks here can see some details.

Here: it shows 0 errors and only 1 warning in last hour while I have encountered it multiple times!

Ok, then whatever is happening is not getting logged to Event Viewer.
As far as I know a chirping sound indicates some type of error.
If you don't get an error message displayed, and it's not listed in Event Viewer, I'm not sure how else to find where the error came from, what it means, and how to fix it.

the chirping sound could be coming from the hard drive just a guess here. I would try running a live cd like Ubuntu so when the computer boot its running off the disk and not the hard drive am thinking you could remove the hard drive before you boot to the cd to see if the chirp noise is still their when booting to the live cd.

I'll try that but as mentioned earlier chirping sound is my fourth concern, I want to solve first three first.
