Just press the on/off button on the monitor. That's what I do when I leave my desktop computer for a few hours and don't want to turn the computer off.
The display driver might support a hotkey for that purpose.
All you have to do is go into the Control Panel under Display and set the monitor to go blank in 20 minutes of non-use. The fact that it is still on is meaningless. There is nothing on the screen.
The original question is a bit vague.
Does "turn off the monitor" mean power it down?
Or does it mean make the screen go blank?
Since the OP asked about this in connection with sleeping the computer, the latter point (screen blank) is not relevant. The screen will go blank when the computer sleeps. There's nothing left to do.
So the question devolves to the first choice: power down the monitor.
I don't think that can be done under computer control. But isn't that moot too? The monitor goes into low-power/standby, so the already low power consumption drops even lower. Insignificantly low, often less than one watt.
That leaves just one possible wish: Turn off the power indicator on the monitor.
Easy solution: paste a small bit of black electrician's tape over the lamp.
Low tech ... but effective.
