force programs to open in the background

Do you know how to access the settings for this?
I recall being able to do this in Win 98 I want to be able to force the system to open programs in the back ground.
For example I Click on two programs in some order Say one is Firefox and the second is T-bird. Say Firefox opens and I'm looking at something on a page when T-Bird finally wakes up and suddenly that's what I'm looking at.

I want the programs I'm not immediately viewing to open in the background.
