The original problem was Windows 7 won't shutdown properly
Does it shutdown properly from safe mode ?

Your reported problem(s) seem to be changing, you might consider a repair install or clean install.

My suspicion is that W7 has updates to install and when you did a hard shutdown it put them into pending mode.
When were your last updates.
Shoot into WindowsUpdate log just to check.

Windows didn't shutdown properly
I seem to be getting this message and the prompt to boot into safe mode everytime I startup or reboot. Everything seems to be shutting down normally. This wouldn't be a big deal except for the fact that it seems to be loading an old system restore point whenever it does this. I don't know for sure...
