Add options for all users on start menu

Hi all, i'm an IT student and have an exam tomorrow, one of the exercises will be "Create an option on start menu for all users called Aplications containing the appropriate version of 7-zip and cd-burner xp on Windows 7 Professional x64"
Ive been reading several threads but cant find a satisfactory solution. Anyone can help me?

If you create a folder with your shortcuts to the programs in here:
C:\ProgramData\Microsoft\Windows\Start Menu\Programs\yourfoldername
then all users should have it in the start menu when you click all programs.

I would make a new user on your pc so you can test it before you go take the test and its wrong.
