Windows 7: File-Associations .TXT and .VBS are the same ?

File-Associations .TXT and .VBS are the same ?

For two years my .VBS file association was corrupted until recently I found Brink's Restore Default Windows 7 File Extension Type Associations
- but now I have a new problem with FileAssociations in .TXT and .VBS file types, they persist as a mirror of each other
I was/am very familiar with built-in FileAssociations tool in WinXP

Using Nirsoft's FileType Manager changes to either .TXT or .VBS file associations are automatically replicated in the other
(using F5 to refresh between my edits)

TXT -> OPEN
    Caption:  open
    Default:- Yes
    Command Line:-  C:\Programs2\Metapad36\metapad.exe %1

TXT -> EDIT
    Caption:  Edit
    Default: No
    Command Line:-  ~~ notepad.exe %1
    -----
VBS -> OPEN    
    Caption:  open
    Default:- Yes
    Command Line:-  C:\Windows\System32\wscript.exe %1
    -----
VBS -> EDIT
    Caption:  Edit
    Default:- No
    Command Line:-  ~~metapad.exe %1
    -----
When the default of either VBS or TXT is altered it automatically "swaps" the default in the other file-type
When I attempt to change "Open" in .VBS to ~wscript.exe ... the TXT open action is changed to ~wscript.exe

I have deleted all actions from .TXT (ie, removing C:\Windows\System32\wscript.exe %1 )
- created two new actions for .TXT
Open with Metapad.exe
Edit with Notepad.exe
... now VBS is a duplicate of .TXT "Open" action
C:\Windows\System32\wscript.exe %1 ... non existent

I have a critical script (VBS) that runs at startup -AND- a TXT file that opens at startup, but the current gremlin sabotages one or the other depending on FileAssociations actions last applied to either VBS or TXT file types

After 6+ hours of muttering at the monitor ... I am at my wits end.
Any help would be greatly appreciated
