ERR_TIMED OUT Error-Windows 7 32

I tried everything to solove this error. I tried:

Commands: ipconfig/ release ipconfig /renew ipconfig /flushdns ipconfig /registerdns

PC Configuration:

CPU: Intel Atom N2600
RAM: 2gb
GPU: Intel GMA 3600 Series
HDD: 320GB
Internet speed: 3Mbps (download)
OS: Win7 Ultimate 32

Do I need to install lower edition of Windows or something? Tell me please!

That's my mother's netbook. She uses her netbook for facebook, and browsing the net. This happens very often.

She was trying to load google..

Hi Webby,
Youll be better of going back to the W7 starter edition that lappy came with? certainly wasn't Ultimate.
