Administrators forgot password for windows logon. No PW reset disk or

My mom and stepdad forgot their passwords for Windows 7 logon so I can't use administrator account to reset the passwords they have no reset disk Windows recovery disk for Windows 7 computer. Can't open command prompt as administrator to enable hidden administrator in reset passwords. Help

Baring any magical way of getting in, the next step would be to create a usb or dvd Puppy Linux boot, boot it with external media connected via usb, copy off all desired data folders and files.
With receipt of ownership for computer and Windows in hand -- a local computer fixit might have an answer; after you have made Puppy Linux backup of your data folders and files first.

I use option 5 from this tutorial to remove the admin password:
User Account - Reset Password in Windows 7
I keep it on a CD and a USB drive.
