no system restore nor can i download anything

i will appoligize in advance if i am posting this in the wrong place, but after looking for over an hour to find a similar topic, here goes

    my computer is failing everything

    on this computer.

let me give you some specs ( i should've done this earlier)
    dell dimension E520 desktop
windows 7 ultimate 32b came preinstalled but i got a disk with it
    N Vidia 7300
    intel duo core

when i got it, i tranfered my files and programs over w/ a belkin cable

i am probly missing something but i just cannot read, then type and remember what i read

i paid microsoft for phone support..and thats when it all whent to h...lll

i lost all my documents, pictures, videos well i lost my libraries. i have since gotten them back thanks to a tech support from nc

i lost my log-ons except for my admin account, i cant do a ststem restore, now i cant download anything
AND i have that weird certificate virtualapp/didlogical with a user name that is jibberish and a concealed password.

which i googled today and nobody really knows for sure what it is

after i googled it i looked for it in my certificates, and my vault, and it says i do not have access to this file!
i had access yesterday. i am signed on as admin with all rights, because that is the only account that i can log onto. all others say this account has been disabled by group policy

so if anybody followed my jibberish , please help

It's difficult to follow your explanation, but as a bare minimum, you should try to confirm whether or not you have a malware or virus problem. By downloading and installing any of several decent free applications designed to do just that---Malwarebytes, Avast, Microsoft Security Essentials, Emsisoft Emergency Kit, etc.

i have all of them on this pc and have run them all, several times. none of them found anything. i am sorry for being all over the place with my post, but i am very confused (and confusing) about what is going on here. it seems like every day i have a new problem.
beleive it or not i am sort of tech savy myself. but just cannot verbalize in writing what is happening

If you can't verbalize it and can't download anything, I'd say your best bet is to hand-carry the PC to a competent repairman.

They might try to unfoul your PC and maintain your current installation.

Or they might cut your losses, take the drive down to bare metal, and reinstall Windows. I hope you have your data backed up.

i didnt say that i "can't" verbalize it, i said i have a hard time verbalizing it. but perhaps if you will ask me direct questions, i could give you direct answers.
