The virus &or malware may have taken control of your computer, imo.

They will prevent you to shut down or restart, etc.
By shutdown, it will prevent the malware &or virus from completing their task.

As what Lance1 mentioned is to totally power off the computer.
If the buttons failed to work, then remove all power supply to that computer, as Lance1 said.
Physically remove power supply would not do any damages.
When it turn on, the OS will say that previous was cut-off, and which options you want to choose.

Your solution is to remove the Hard disk and go to another computer.
Using the other computer, then run the antivirus &or malware.

One final suggestion.
Do not remove any files yet, including your own files, before running the checking malware, etc.
This is to say that your files may have been infected.
Do note that files you created may able to be infected.
Hence, if you copy your files to another HDD, then the other HDD may happen the same.

btw, what sort of Notepad are using and who told you regarding saving; temp saving.
What we mean is Windows Notepad.

Your decision.

Now just one more thing can you run this please it will scan the machine from end to end without running in a Windows environment usually if there is something hiding it will be found
Kaspersky Rescue Disk 10 there are others but I find this one probably the best and should not take long to do.

Hello kharl well no mate as you would need either an adaptor USB to SATA or a dock for that but the scans I linked are always handy and to keep in mind for future use.

Go to Tweaking.com ahttp://www.tweaking.com/content/page/windows_repair_all_in_one.html

Download the software, run it - it automates nearly all repair functions, and the wizard guides you through the steps. It is an excellent program, and nearly fool-proof. Even I, a nearly-fool, was able to use it with success.

Ok Kharl mate you can do what genetics as suggested (am not implying for one moment the site is no good - just that there are so many like it that are not so good) but just be careful and I would like you to run those scans I inked first mate..
