Need to restart/reboot remote TightVNC service/computer

I have no physical access to the machine. If I could have someone reboot it, I would. I am traveling and communicate through a "gateway" computer which controls 3 other W7 computers in my house via TightVNC. One has become stuck on "please wait -- initial screen loading" (regardless of how many times I reconnect to it or let it stay that way). (The other computers all respond normally.) I have tried sending the 3 finger salute and windows key via the TightVNC interface. I have tried using different versions of the viewer via different computers on the network with different W7 versions. Nothing changes.

I believe I remember disabling some remote access on that machine since I can not initiate a W7 remote desktop connection to that computer.

I tried using the ipc and admin shares. I have the same user and password on all 4 computers all with admin privileges. However, the following behavior is identical whether I try to log into the computer I need to restart or another one on the network were I have visible access to the desktop to confirm that account is signed in and active. These are all also the same whether I use an elevated or standard command prompt and whether or not I provide credentials in the command.

net use ...ipc$ -> successful
sc query/stop/etc -> access denied

net use ...admin$ -> access denied

(Remote UAC issue? If so, I imagine there's no way around it while I can't access that registry. [Can't get connected to that either and assume it would require a reboot to take effect anyway.])

Same is obviously true if I try to use shutdown (/i or full command line).

Out of desperation I have even tried but can not telnet/SSH to a shell on it.

Restarting the TightVNC server service on that computer is the desired solution but I'd settle for a full reboot right now.

I will be out of town for 2 more weeks and don't want to leave that computer running doing who knows what all that time so I REALLY need to regain access to this computer. I'd appreciate any suggestions, including any hack I can undo. (Obviously, I still have smb access to that machine, including read/write to the root of the system drive, but I don't know of any way to make use of that.)

TightVNC just shows a white screen
