Windows 7: Computer won't boot after power outage!!

Computer won't boot after power outage!!

My Dell Optiplex 780 will not boot up since the power flashed off then on while I was transferring video files to an external hard drive! JUST two minutes prior I set a Moving Star IDE External Enclosure to optimize for performance, and then I dragged about 40 GB of video files, two minutes later, Lights all out, Thunder Crash, lights back on, it gets stuck at the "Windows did not shut down successfully" message, I cannot even select "start Windows Normally", "Safe Mode", or anything because now the keyboard won't work! It was only light raining outside, the loud thunder crash was surprising as there was no evidence that it was going to happen. Now I cannot get into my computer to do anything let alone continue moving files! Help!!

You may have to begin a process called "test build, bench build, etc." Remove all outside the chassis devices. Carefully remove the cover and remove everything right down to the remaining motherboard and power supply. From another computer, download and print the beep codes for your specific make and model; and perhaps download and print a quick-list of all the steps involved from beginning with motherboard and power supply [just those two items] and adding back one item at a time.
And, for later, after the test/bench build is completed, for the restore of OS and data partitions -- if needed -- I hope you have current full image backups on external media somewhere.

There is no beeps, like I said there is just "Windows did not shut down successfully" and "Windows did not start successfully" and without the keyboard working, I cannot tell it to normal start, safe mode start, etc. Tweaking.com repair a month or go set it to where there is no time limit to select an option, which is now biting me in the a**

Have you tried getting into BIOS and making sure your boot order is correct and just generally checking things. Something could have gotten moved when it shut down. == To get into Bios, Boot and continually press F8. If you come upon a screen that says "Start with Last Known Good Configuration", definitely select that.

Thread starter may have to get another keyboard first, he says present keyboard not responding. And, if the desktop has KB & MSE PS/2 ports, consider using PS/2 keyboard and mouse awhile. Bypassing all usb operations may help or may not help.

Have you tried booting from a bootable cd

Since it happened that the PC has always been connected to power? If so, try unplugged. Wait a three minutes, plug in and turn on the PC and try to see if the keyboard now Works.
