Display dims slowly

My company just did a refresh of our desktops and has rolled out Dell OptiPlex 3040s running Win 7 Pro. We have found an annoying problem in the screes will begin to gradually dim down to the point that you can't see anything. This can happen when it is idle or in use and it isn't the monitor itself as changing the monitor while this is happening doesn't change anything as well as it happens with various models of monitors. I have looked in the power options as most help articles say to disable the auto dimming feature but I am not finding that option listed. The only way to get the display to return is to reboot the computer. As you can guess this is very inconvenient. Has anyone else seen this behavior before and figured out how to fix it?

That option for dimming is there. You can also go into advanced option to make changes.

Nothing of those options are exclusive for notebooks, they're always available.
The screen is located in Control Panel => Energy Options => Change plan settings (for the enabled plan)

On desktops, the "On battery" settings are simply ignored, but the rest works.

Tibbar -- Mine is not a laptop either. Follow this, click on your Start Button, click on Control Panel. You will see Power Options. Click on that. On the left you will see "Chose When to Turn Off the Display", click on that. You will see "Turn Off Display", set it for "20 Minutes". You will see "Put Computer to Sleep", set it for "Never". If you leave the PC and the screen goes dark after 20 minutes, just move your mouse and it comes on.

Well John; I believe my choice of setting would solve tibbar problem with the desktops screen dimming.
It also doesn't cost anything to give it a try.

Icons in Explorer display slowly
I have network drives mapped on my machine (Win 7 Pro 64bit) and any time I open Explorer while not connected to my companies domain, the icons take anywhere from 15-20 seconds to fully display. As soon as I disconnect all the drives, the icons display immediately. Any ideas?
