Conditionally Disable or Hide Ctrl + alt + del screen

Hi, this is my first post, hopefully this is the right section. I hope someone here can help me.

I have two user accounts, debug and user. When my PC is restarted, it automatically logs into user account and loads my application and win explorer is disabled. what I want to do is disable the ctrl alt del screen only when my application is running i.e. user cannot access ctrl alt delete screen if application running. If the user first exits the application, they can now access the ctrl alt delete menu. Is this possible?

This is a windows 7 system.

Thanks, I'm looking forward to your feedback!
