How can I get full access for system32 folder?

I tried several times to get full permissins over system32 folder but when i click okay it gives errors on files Qhy?

It could be the files you are trying to access are currently is use by the system. If you really need to mess with them try booting a WinPE boot usb. There is a nice free utility to create one here:
Create Bootable USB or CD/DVD based on Windows PE with AOMEI PE Builder

My Laptop is very picky about booting from USB. It has UEFI and very few USB boot creators work on it. But the one in the Link booted up with no hassle.

I recommend having a backup image of your system partition before tinkering. Just as good cautionary practice.
