On the post n 7 i can see you have the CMD option
type:
chkdsk c: /f

Hi Megahertz07,

I apologize that it was not clear - but directly under the image it says:

It is that screen WITHOUT the System Recovery Options.
Imagine the blue wallpaper without the system recovery options. Only the cursor. That is what I see.
I can find no way to get to a menu or input any commands.

Damn that sounds like a variation of what I'm going through right now. There's absolutely no way around recovery mode, it boots to it whether you use a install CD or the system itself.

I've managed to dig my way out of this before but right now I can't remember how I did it.

Get to the point shown on post n 7.
Last option is Command Prompt (CMD).
Select it and type:
chkdsk c: /f

The image in post 7 is only an example..it is not what I see on the laptop.
Does this help:

I fought that the image was from your computer.
If you using a Installation disk from Dell, download a ISO from M$ and burn a DVD or use Rufus to build a USB flash disk.

I tried using two different retail discs with the same result.

Also - never lived in Brazil but learned the value of Google Translate supporting customers there.

If you need to get out of recovery mode, I found these two threads helpful. You have to shut off Recover from BCDedit

Safe Mode

From Intall Disk or Recovery console:

(Prompt): BCDedit /set {default} recovery Off

Where {default} is the entry for your main system. Type BCDedit to show Bootmngr and System entries, Bootmgr is the first, {default} should be the second identifier. Also, you can re-create the entire BCD file like this:
