on full screen video taskbar pops up and then goes away over and over

It is extremely annoying.
It just started doing this again yesterday,
Specifically I have seen it when using netflix and WMC.
The task bar will popup, interrupting the video momentarily, stay up for a few seconds, then go away restoring full screen video.
It will do this every couple minutes forever over and over and over.
It started doing this yesterday, and I turn on full screen video just now and it is still doing it.

Computer seems to go weeks without this issue, then the problem happens for a while, then goes away again.

Yesterday got so bad that after the task bar went away, the restored full screen video refused to start showing a still picture till I changed the channel on WMC.

I ran combofix and it found an infected copy of userinit.exe in the wow64 directory.
So maybe that was the problem.
And I do run Avira.

Userinit

So maybe something was running at startup that was bad.

In a log, it did show NT Authority anonymous logon, log off events every couple of minutes going back 40,000 entries.

So far the video stream full screen is good.
