taskbar frozen, killing explorer.exe not working

On my Dell Optiplex 780, my taskbar is completely frozen. I cannot click on any icons on it or do anything with it. I killed the explorer.exe process but the taskbar did not go away like it usually does when one kills explorer.exe. in fact, my entire desktop along with icons and any window are all still showing when I killed explorer.exe

I opened Firefox on that computer from the desktop icon because I cannot with the taskbar icon, and as soon as it was all the way up, it froze just like the taskbar. I cannot click anything in Firefox nor can I close it. Task manager also freezes as soon as it opens. And I cannot do anything with that either.

I had to post this on a different computer because of all this.

Does anybody know what the problem could be?

Open a CMD window and type:
    chkdsk c: /f
    schedule for next boot.
Reboot. As the disk is being checked, pay attention to the results.

After reboot, open a CMD window and type:
    sfc /scannow
    Reboot.

    Repeat it (sfc /scannow ) 3 times.
