    Would anyone suggest a re-installation for Windows 7?

    It's drastic and it's such a hassle, but I can't think of any other way to get around this problem.

    That seems extreme - a reinstall is a lot of work. Delve into the permissions, advanced user accounts etc. Was this a fresh install or an upgrade?
