Yes, it is actually right. We aren't talking about Windows XP anymore, so those old rules don't apply anymore. You are right about personalizing...there is plenty to do in that area. There just aren't any "magic bullet" tweaks that will up your performance.

Like I said before, if you read around to some valid sites and'll find the same phrase repeated over and over. Just leave it alone.
