I get this same problem... Usually starts when one program crashes, then it doesnt listen to End Task, even the kernel32 lib function TerminateProcess cant terminate the app

then Explorer doesnt open properly then takes down the whole system one application at a time

It also doesnt listen to Shutdown/Logoff/Restart requests
I have noticed that Windows 7 will
sometimes correct the flaw after 10minutes or so but 90% of the time I have to hard-reset the machine because everything becomes unresponsive...
I have no idea what causes it or why so many critical functions become unavailable but I get the feeling its a specific
driver causing kernel tables or the COM class system to crash preventing the entire system from functioning
Ive seen this problem on a fair few machines after setting up Windows 7 but weirdly enough since I reinstalled my desktop a few days ago I haven't seen the problem since

the only difference was using the WindowsUpdate
drivers instead of Intel`s inf update utility and nvidia`s drivers from their website, also stopped using WMP
Do you use WMP or have a NVidia graphics card because these two where the only common applications that seem to cause the problem?
