First of all, you should know that there is nothing you should do under Windows in order to install your RAM. It's hardware and its one of those hardware parts that don't need any configuration from the software.
Now, what do you mean you cannot install it? How many RAM slots do you have? How many are occupied already? If you install the new RAM but the computer doesn't start, I suggest you remove every other RAM and keep only the new one and see if the computer starts then.
Also, please check the old RAM and the NEW one. They should have something written on them like PC-5300 , PC-6400 or so... please compare and let us know so we can help you.
