Creating a very limited user profile for my children

Please forgive this likely very basic question, but I can't seem to find an easy answer.

I have young children who love to use the computer, and we just got a new eMachines with Windows 7. Is there a way to create a user profile for them that completely blocks access to all my files and most programs? Also, as I load new software to this machine, can I have it appear to only those logged into the administrator profile so that it doesn't even appear to the other users? (If I download iTunes, I don't need my 5-year-old to see that in his profile. Or my editing software, etc.)

In a perfect world, I can create a profile just for them that has only a few programs (Word, paint, draw, IE, etc.) and nothing more.

Is that possible through Windows 7? Or a third-party app (preferably freeware) that will allow this? Any links to tutorials or anything you can share?

    Thanks for humoring me!
