I need access to ALL folders - yet some are denied?

I am admin/main account and for some reason I have access denied to certain folders.

I need access to ALL folders

How can I allow access to certain folders/ALL folders?

Drag the hosts file to your desktop, make changes then drag it back. Or open notepad by using "Run as Admin" then go though the open menu.

When setting permissions there are two check boxes that need to be selected as according to the screen shots below.
