Why do inaccessible shortcuts to folders appear in the folder view?

As pointer for older application installers. Some are locked, some inaccessible, there is nothing the user can edit in them

Vista and now 7 in 32 and 64 bit.
 
 

They don't by default, unless you have changed the views options for hidden folders etc.
