Windows 7 Student deal

So I was thinking of doing the Students get Windows 7 for $29.99 - Sweet Deal! Hurry - Get it Today deal for a 29.99 edition of Windows 7, but I'm a bit confused.

First of all, if I choose to buy it from Digital River will I only be able to upgrade or can I do a clean install on an empty hard drive?

Second, if I can only do an upgrade, is it possible to get this same deal for the full version instead of the upgrade version? I've heard it is if you call the Microsoft Store but I wouldn't even really know what to ask them.

Any help would be appreciated.

If you qualify, by having a previous OS that qualifies, you can do a full install, with the upgrade version..
Earlier OS that Qualify will include Vista and XP.

You're already getting a sweet deal for the upgrade version, which can be installed on a blank drive, but you want the full version for the same price???
