using the right click format option windows 7 only offers NTFS

one way to do it is use the command line option ............

click Windows/Start orb -> type cmd.exe in the search box -> press Ctrl+Shift+Enter to get an Administrator Command Line , when prompted, press Yes or enter administrative credentials in the UAC pop-up box.

At the command line prompt, enter
    format <drive letter>: /FS:FAT32

you will also be asked in the command prompt for the current volume label then the Y/N to proceed prompt

If its larger than 32gb then windows will give an error message "volume size too big" at the end

CompuApps SwissKnife V3 3.17 is not compatible with windows 7

currently looking for something else ...............

I'm sorry, I don't use Windows native and primitive disk management, but employ a third party toolset for such operations where you get the options to control cluster sizes etc - and would advise anyone else to do the same...

The best partitioning software I've found for W7 is the Easeus offering.
