Windows 7 Professional AND KMS

Morning All
I am trying to setup a KMS server for Windows 7 activations, i have set the server up using the KMS key provided by Microsoft, but i cannot get any of the client machines to increase the count on the KMS. The client machines activate ok but something isnt right.
I have been given 2 keys from Microsoft:
1) KMS
2) MAK
Now like i have said i have used the KMS key for the server, and the clients im using the MAK key, i guess this is the right way of doing it, just not sure why the clients aren't increasing the count on the KMS server

Ok so i have a small update, i have been told that i use the KMS key to build the server, and for the clients i dont enter any keys, i just use correct media. The client count will start once 25 clients have reported into the KMS server.
Does this sound right?
