Windows 7: How to turn off the Language bar

Language Bar appears whenever you run a program

Hey guy's, I found a solution to a problem I was having with the language bar "appearing" whenever I ran (any) program after the following. I enjoy some older game programs, so I installed Quake 2 base game on a Windows 7 64 bit system. The ability to install and get this running on this type of newer operating system, you have to go into control panel/region and language/formats and administrative. Changing the settings to "English UK language". Apply, then restart your system and you can install and play this title. The only drawback is this. You have to go back in after the install and change your language back to English or "your" native language. You must do the following, to rid yourself of this headache. Go back into the previous settings, "Region and Language", then select the "Keyboards and Languages" tab and (Delete) the extra Keyboard settings that are obviously there. Leaving your "native" keyboard language settings "only".

What I would do would be to open Region and Language in the Control Panel.

Then I would open the Keyboard and Languages Tab and press Change Keyboards.

The Text Services and Input Languages Window opens on which I would press Language Bar Tab and then choose and OK the "Hidden" Radio Button.

That is all.

I started getting this issue and did not used to get it, when UAC pops up I have the prompt, selecting hide language bar on the right click menu does nothing.

To me it looks like a bug as all of the below apply.

Language bar set to hide.
Only one keyboard layout installed

This started happening my guess is since my last windows update in june.
