Removing text overlays when hovering over something

Is there a way to remove the overlays of text when hovering over an icon?

Hi akrchstn,

You could try and see if this works out.

Pop-up Descriptions - Enable or Disable

On second thought, this doesn't disable the tooltips on the taskbar. Sorry, I know that's what you're pointing to in the screenshot. If I find a way for the taskbar, I'll post it back.
