From what I read about this problem, for the language switch over to work consistantly you may need to log off then back in again after changing the language.

Whenever you switch language packs, you will have to log off and log back in for the changes to take into effect. In the future when you want to change language packs that have already been installed, head back to the “Keyboards and Languages” tab under Regional and Language Options and you should be able to select from a menu of different language packs. Just want to note that Windows 7 Beta actually switched to my new language pack without me having to log off even though it had asked me to.

So it appears to be possible to change the language without logging off, it should work better if you log off then on again after switching to another language.

Another tutorial said you need to restart in order for the language setting change to work.

I am not sure if I have understood you correctly, but here's one explanation:

You are talking about language bar, so I assume you mean this:
Can't write in English! (frome israel.....)-langbar2.png

On the right you can see two very small symbols. The lower one opens a menu, the upper one minimizes the language bar.

When minimized, language bar is located next to the taskbar notification icons (horizontal taskbar), or above notification icons (vertical taskbar):
Can't write in English! (frome israel.....)-langbar3.png

To change typing language when language bar is minimized, left click the icon in taskbar:
Can't write in English! (frome israel.....)-langbar1.png

To open language bar menu when minimized, right click the icon in taskbar:
Can't write in English! (frome israel.....)-langbar10.png

Keyboard layout / language settings are rather local than universal, meaning when you change the layout in an application, it is changed only in that application. Other applications keep the default layout. An example: You are writing a note in Notepad using the Hebrew layout, then switching to Outlook to write an email message using default English layout. When you now switch between Notepad and Outlook, the layout is changed every time. What you type in Notepad is written using Hebrew layout and what you type in Outlook is written in English.

Notice that you can use different ways to add language layouts. You can choose one input language with additional services and languages by clicking Add in General tab, clicking your input language and clicking Show More:
Can't write in English! (frome israel.....)-langbar4.png Can't write in English! (frome israel.....)-langbar8.png

You can also choose more input languages (each can contain one or more additional languages):
Can't write in English! (frome israel.....)-langbar5.png

The three first images in the beginning of this post show how language bar looks when only one input language with additional languages is chosen. Here are the same images when instead of one + additional languages I've chosen three input languages:
Can't write in English! (frome israel.....)-langbar7.png Can't write in English! (frome israel.....)-langbar6.png Can't write in English! (frome israel.....)-langbar9.png

You don't have to log off to change keyboard layout in an application, or changing the default input language.

I suspect the reason is that you are using an illegitimate copy of Windows. Please purchase one, and if it still happens, we can go from there.

Can you post a snip showing the results of the winver command? (Click Start, type winver into the search box and press enter/return.)

Please go to another way of solution.

And for Kari's solution, my problem is that the bar disappears..... its not like I dont have English in it.

As he has admitted using a pirate copy of windows, his support ends here.

    Thread closed and pirate banned.
