Windows 7 ISO contains only a txt file?

The ISO I downloaded from MS only contains one file:

This disc contains a "UDF" file system and requires an operating system
that supports the ISO-13346 "UDF" file system specification.

What am I supposed to do with this?

You should burn it to a disk as an ISO file. :)

Burn Disc Image - ISO or IMG file

I had the same issue. In my case, I had downloaded (or so I thought) the iso file using Dropbox - Home - Online backup, file sync and sharing made easy. but while the file was visible on my PC, it wasn't finished downloading (and there wasn't any obvious indication that the download was still in process) when I started to burn the iso to disk. A while later, I noticed the file size had increased which led me to check the original source file size and that's when I found out the download hadn't (then) finished. After the download was complete, I tried to burn again, using Win 7's built in disk burner and it finished without problem.
