The reason for this is the name of the file. Windows arbitrarily stops programs from being attached if they contain certain words:
Documentation;Help;Install;More Info;Readme;Read me;Read First;Setup;Support;What's New;Remove
Are all the words in question here. You can find this list in the register here:
HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Explorer\FileAssociations
Then the following key:
AddRemoveNames
Any program that contains the words in that list, will not be able to be PIN'd to anything. If you change the descriptor text or rename the program it should work just fine.
Try something like "Hlper" instead of "Helper".

Thanks - I wasn't aware of that. That seems to be the reason it can't be pinned - the word 'Help'

I would put it into the Toolbar. If you have a lot of programs that you like to be easily accessible, you quickly run out of taskbar real estate anyhow. Toolbars - How to Use in Windows 7 and Vista
Thanks, Wolfgang. I already did. This is an old thread from last year, but the person above came up with the reason I couldn't pin the particular program - it had 'help' in the name.
