Windows 7: Title Bars not working...

Hello, I am experiencing some difficulties closing, maximizing, and minimizing windows... No error messages, nothing, but the buttons do appear to be used when clicked...
I really have no clue what's causing this. I hadn't installed anything new before the issue occurred. Have checked registry for errors with CCleaner, Scanned for malware etc. with Malware Bytes and Avast! anti-virus, and have defragged (even though i know defragging would not help >.<).

Any help would be greatly appreciated.

Fixed... Last official windows update got messed up, as my net went out while downloading, and it still tried to update (I think this is the reason) A system restore was able to solve that issue.
