You can enable the XP style Quick Launch in Windows 7: Quick Launch - Enable or Disable
thanks to everyone for their advice...enabling quick launch did exactly what I was needing.
...and defeated the new, improved functionality of the taskbar.
I believe if you hold down the Shift key when you click an icon in the SuperBar (or whatever it's called - left side of TaskBar), that will launch a new instance of the object, IE8 for instance.

A little late but I found this solution: Unpin the existing icon from the taskbar and navigate to the "C:\Program Files (x86)\Internet Explorer\iexplore.exe" file. Right click on the .exe file and choose "Pin to Taskbar" to add the 32 bit version icon. I have not found the browser to behave any different but this solution restores the function of the icon to work like older IE8 and IE9.
