Windows 7: Is Windows 7 x64 desktop background cached?

Is Windows 7 x64 desktop background cached?

My issue is that despite I changed desktop background image to a custom one fitting my screen resolution of 1920 x 1080 pixels (in C:\Windows\Web\Wallpaper folder) this new image is actually loaded somewhat after system startup. I can see the old background image being already loaded when the desktop is first displayed and then, after several seconds the background image is swaped to the new one. I can't find the way to get rid of the old desktop background being displayed at the system startup.

Is the background image being cached somewhere or what?

Any ideas???
