Chasing my open program on the desktop

My problem is my programs flee the desktop!

    To explain:
Whenever I select the hidden icons up arrow on my desktop, the icons appear along with the customize label. However, if I move my cursor out of the up arrow area, the selection disappears. If I click the left mouse button AFTER I have selected the up arrow and HOLD the mouse button then I can change the behavior of icons i.e., show notifications only, etc. without them disappearing.

This strange behavior also happens on some but not all, programs I launch from the quick launch bar on my desktop. If another program is open, say Quicken, it will not be replaced by the new program I have selected to open UNLESS I first minimize the first program then I can see the second. Is this normal behavior? Seems this quirky behavior only started recently. I have tried restore but that doesn't change the behavior. And, I recently re-installed Windows7 Prof to correct some other issues.

I downloaded the full program at $29.95. No help. Any further suggestions would be appreciated.

    Hi.
    That's normal behaviour.

When you click a program icon to start, are you clicking on a Window that's already open? I've just clicked on the Photoshop icon and then back on Firefox and PS stayed minimised, but if I leave it to fully open then it becomes the default Window.

The quirky behavior appears sometimes but not on all icons in my quick launch area. My consistent quirky behavior is the area to the right of the quick launch icons that have you show or hide icons. When I click on the up arrow, the menu comes up but when I move my cursor from that area to change or customize what is shown, the menu disappears. As I said before in my original post, if I attempt to select them, they disappear unless I hold down my right mouse button. Then I can sneak up on the menu without it disappearing into never never land.
