Stuck on Starting Windows when printer plugged up

My computer always gets stuck on the 'Starting Windows' screen when I have my printer plugged up to my power surge protector. I currently am on Windows 7. This also happened on my last computer which had XP. Is there something that I can do so I don't have this problem anymore. Do I need to plug my printer into a separate outlet instead of into a surge protector or is there a setting or something that can be adjusted to stop this from happening.

This is my first post on this board obviously so I didn't know what section to put this in so I apologize in advance if this is in the wrong area.

It could be a power supply issue. however, when you say that your printer is plugged into the power outlet, is it also plugged into the computer? and is it a usb connection or parallel port?

It is connected via USB to the computer. The printer does work on this PC. I have a surge protector where I have the printer, pc, modem, and router all plugged into it. When I first turn on the surge protector the monitor comes on and then I turn on the pc. The printer is turned off but plugged into the surge protector. Then the screen gets stuck on 'Starting Windows'. I have to unplugged the printer from the surge protector or turn on the printer to get the pc to move on from 'Starting Windows'

The printer is plugged into the surge protector where the computer is plugged in at.

Check your boot device priority in the bios. If "removeable devices" or usb device are at the top, pull them down. Put cd/dvd drive at the top, followed by your hard disk drive. Save settings and exit. Restart computer with the printer plugged in as usual.

I will check it. How do I get to the boot device priority in the bios? I have not had to mess with this before.
